DOJ unveils revised child protection protocols

The Department of Justice (DOJ) on Thursday unveiled the revised protocols for handling cases involving child victims of abuse, neglect, exploitation, and now, discrimination.

The updated framework is designed to strengthen coordination among government agencies and stakeholders in safeguarding the rights and welfare of children.

The revised protocol, formulated by the Committee for the Special Protection of Children (CSPC), provides a comprehensive guide covering identification,reporting, investigation, case management, legal proceedings, rehabilitation, reintegration, and prevention.

Officials emphasized that these protocols are not only preventive but also responsive, ensuring that children receive both immediate protection and long-term support.

Justice Undersecretary Raul Vasquez said the revision affirms the government’s commitment to protecting vulnerable children. “This revised protocol, we hope and aspire, would help us — everybody in government — in our sworn duty as duty bearers and lead agencies in the protection and promotion of child victims,” Vasquez stressed.

Justice Undersecretary Jesse Andres highlighted the sensitive circumstances victims face when deciding to speak out.

“Somewhere in our country, a child is deciding whether to tell her story or not. She wonders who will believe her, or whether her telling will make her life worse. Our answer must be simple and true: You will be heard, you will be safe, and we will stand with you,” Andres said.”

The protocol will also extend overseas, to be carried out by Philippine foreign service posts, Migrant Workers offices, and welfare attachés, ensuring Filipino children abroad can access protection and coordinated services. The launch was attended by representatives from various agencies, including the Department of Social Welfare and Development (DSWD), Commission on Human Rights (CHR), Department of Education (DepEd), Philippine National Police (PNP), National Bureau of Investigation (NBI), Department of Health (DOH), Department of Labor and Employment (DOLE), and UNICEF, reaffirming their collective commitment to child protection.
